..3 POWERS--DIVINE RIGHTS OF THE MONARCH:
To help him exercize his office, God has granted the Monarch
certain Powers and Authorities, through the Holy Scriptures, which
have come to be called in history as the Divine Rights of the
Monarch, for it is the manner of the King that shall reign over
you (I Samuel 8:11). These we list below:
- ...a CONSCRIPTION:
The Power to Draft people for service to the Throne (or
Nation), especially for military service (I Samuel 8:11, 16,
11:5-7, 16:16-17; I Kings 12:3-4; Matthew 4:18-20, 5:41,
9:9). Moreover, even maidens or unmarried women are subject
to Royal conscription (Genesis 12:11-15, 20:2-3; I Samuel 8:13;
Judges 4:8-9; Esther 2:2-4)--with wives, obviously, being
exempt.
- ...b INVESTITURE:
The Power to Appoint and Ordain Officials of the Realm (or
Nation) and other workers (Exodus 18:17-26;
Deuteronomy 1:12-18; I Samuel 8:12a; II Chronicles 2:18,
19:5; Ezra 7:25). And, consequently, the Power of Removal or
Impeachment, as well (Luke 12:42-46, 16:1-4; Acts 1:20-22;

APPOINTMENT AND REMOVAL.
- ...c COMMERCE AND INDUSTRY--War Industries:
The Power to engage in businesses or own and operate commercial
enterprizes, for the purpose of supplying, servicing, or
benefiting the Realm (or Nation)--especially War Industries
for the Country (I Samuel 12b; I Kings 10:11-12, 15, 22).
- ...d EMMINENT DOMAIN:
The Power to Condemn and Confiscate private property or even
real estate for uses by the Realm (or Nation), or as a
consequence of a Fine (I Samuel 8:14, 21:1-9; II Samuel
24:18-24; Ezra 7:26). However, the Monarch may NOT use this
Power to enhance his own personal lands or property (I Kings
21:1-4; Ezekiel 46:18). Moreover, those who give up
condemned land to Realm use shall be justly compensated for
their losses (I Chronicles 21:18-27), unless confiscated for a
Fine or Crime.
- ...e COLLECTIONS AND REVENUES:
The Power to receive and disburse funds or monies (assets) and
the use of various fundraisers for the Realm (I Samuel 8:15,
17).
- NATIONAL TITHE (Royal Tithe):
tithing (or collecting 10% of your income) to support the
Realm Throne and its functions (Nation--Income Tax) (I
Samuel 8:15, 17; Matthew 22:17-21; Romans 13:6-7).
Moreover, a tithe of tithes or 10% of this collection is to
be for the Monarch's own personal expenses (Numbers 18:26-29;
II Chronicles 31:19; Nehemiah 10:38).
- GOVERNMENT TITHE (Governor's Tithe):
a second tithe or King's Fifth is to be collected, like the
Royal Tithe, for use by the various local governments--taxes
for the Nation and its various sub-divisions (Genesis
47:24-26; Matthew 17:24-27; Romans 13:6-7). Moreover,
Priests and Ministries are to be exempt from government
taxes (Ezra 7:24) due to their help and support for the Realm
from God.
- RELIEF TITHE (Welfare Tithe):
a third tithe is to be collected, especially from the top
third of the Realm's economic strata, to help relieve the
poor and needy at the bottom third of the Realm--through the
various Royal Relief and Welfare Programs (Deuteronomy
26:12-14; Proverbs 21:13, 22:9). NOTE: to further assist
the poor and needy, they may be exempted from some or all
of the government tithe (above), depending on their level of
poverty.
- INCOMES AND PRODUCE:
from the Monarch's own personal lands and fields (I Samuel
21:7; I Chronicles 27:25-31; II chronicles 26:10).
- PROFITS AND DIVIDENDS:
from the Monarch's own commercial enterprizes and ventures
(I Kings 10:11, 12, 22, 28-29).
- GIFTS AND TRIBUTES:
free gifts to the Throne are for its own general use--but
gifts directly to the Monarch are his own for his personal
use (I Kings 10:10; II Chronicles 17:11; Ezekiel 46:16-18).
- CENSUS OFFERING (Poll Tax):
a flat fee levied on the head of each person counted for
Membership (or Citizenship - Census); required as an
offering to appease God (I Chronicles 21:1-8)--see also
Census
- TARIFFS AND CUSTOMS (Nation):
foreign trade duties for goods entering the Nation (I Kings
9:26-28, 10:14; Romans 13:6-7).
- VICE TAXES (Nation):
an additional tithe or tax is to be collected from
questionable commerce and petty immoral trade (such as:
alcoholic beverages, tobacco products, salt, sugar, gambling,
secular entertainment and amusements, erotica,
prostitution)--to make up to the Realm, the damages that the
items of such trade may produce or the social ills that it
may foster. (Leviticus 9:2-3, 15; Numbers 6:11, 15:27-28;
I Samuel 6:3; II Kings 12:16; Ezra 10:19).
- USE TAXES (Nation):
tolls and licenses, especially on vehicles and fuel
(communications)--for the construction of transportation
facilities and routes (or development and implimentation of
informational transferance systems) (Judges 12:5-6;
I Kings 10:14-15; II Kings 23:33-35; Ezra 4:13, 20;).
- SALES TAXES (Nation):
taxes on sales or value added taxes are generally held in
dis-favor by the Holy Scriptures as being too oppressive of
the poor, especially if they are levied on life's
necessities, such as food and medicine or simple clothing
and basic shelter (Proverbs 14:31, 22:16). However, LUXURY
TAXES on non-essential items of wealth (gold, jewelry, furs,
fancy vehicles, large homes, etc.) appear acceptable.
- PROPERTY TAXES (Nation):
a tax based on the assessed value of an individual's land or
real estate, especially if it is beyond basic shelter needs
(II Kings 23:33-35).
- SPOILS OF WAR (Nation):
those items of wealth seized in combat or conquest--see
under Rules of Warfare LAW-6.C.8
- TAX EXEMPTIONS (Nation): those of the clergy are to be
automatically exempted from taxation, so as not to rob God
and HIS Kingdom of what is allotted to them (Ezra
7:24)--see also Sacrilege LAW-8.D.
(Moreover, certainly the poor and needy, who have a
limited ability to pay, need to be extended some forms of
exemptions, as well!)
- ...f VASSALAGE AND HOMAGE:
the making of servants, serfs, sub-ordinates, (and even slaves)
of God's People for service to the Throne--and requiring
obedience and defference from them as is fitting the rank and
station of a Monarch (I Samuel 8:17b; I Corinthians 6:19-20,
7:22). Thus, God's LAW admonishes Members not to be stubborn
nor stiffnecked! But of a ready mind to serve God's Kingdom.
- ...g ROYAL IMMUNITY:
the Throne of Our Realm (and the person of Our Spiritual
Monarch) is NOT impeachable, NOR subject to recall--NEITHER is
he prosecutable by the Law of Our Realm (or LAW of the Land of
Our nation) from Members of the Realm (or those that were
members, while their allegations supposedly transpired).
Because he is to be totally subject to God, and NOT
influencable by mere men! For it is truely written:
AND WHEN (if) YE SHALL CRY OUT IN THAT DAY BECAUSE OF THE KING
WHICH YE HAVE CHOSEN YOU, THEN THE LORD WILL NOT HEAR YOU IN
THAT DAY! (I Samuel 8:18) (See also: I Samuel

I Corinthians 6:1-8.)
- ...h CHIEF JUDGE:
Our monarch is to be the Head Law Enforcement Officer and Chief
Magistrate (Justice) of Our Realm for meting out due
enforcement of Our LAWS and maintaining proper justice,
especially for High Crimes or infractions against the Realm
(Nation), itself (I Samuel 8:20b).
- ...i HEAD DIPLOMAT:
And chief negociator and representative of the Realm (Nation)
to ALL foreign powers and other countries--and setter of Our
foreign policy and international relations (I Samuel 8:20c).

- ...j COMMANDER-IN-CHIEF:
And Head of all Guards, Security Forces (Police and Law
Enforcement), militia, or armed services of the Realm (Nation)
(I Samuel 8:20d). (See also: I Samuel 11:6-7.)
- ...k ROYAL INVESTIGATIONS:
The Power and Authority to inquire into and investigate any
and all matters pertaining to the Realm (Nation) or its
individual Members (Citizens) (Deuteronomy 13:12-14; Proverbs
25:2).
- ...l DECREE OR FIAT:
The Power and Authority to make any and all rules and
regulations for the Realm (Nation) or its Members
(Citizens)--legislation--provided that such decrees do NOT
contradict nor abridge the Laws of God, given in the Holy
Scriptures (I Samuel 30:25; I Peter 2:13-15).
- ...m EXCOMMUNICATION (BANISHMENT):
ostracism or the cutting off of offenders (or criminals) from
participation and Membership in the Realm (Nation) (Matthew
5:29-30; I Corinthians 5:9-13).
- ...n ACURSEMENT:
The Power and Authority to lay a curse of God upon a Member
(Subject) or the Royal Enemies (or Enemies of God's People) as
an aid to the Monarch's Rule and stability of God's Kingdom
(Joshua 6:26; Judges 9:19-20; I Samuel 14:24; Acts 5:1-11,
13:8-11; I Corinthians 5:3-5, 16:22; Galatians 1:8-9;
II Timothy 4:14). In fact, the imprecations of Royalty are
enjoined by the Holy Scriptures (Deuteronomy 11:29-30, 28:15;
II Kings 1:10; Psalms 10:15, 55:6-8, 68:1-2, 69:22-25,
109:6-15; Acts 23:3). However, curses are forbidden to
commoners of the Realm, especially if an attempt against a
superior or ruler is being made (I Chronicles 16:22;
Ecclesiastes 10:20; Luke 6:28; Romans 12:14; James 3:10).
- ...o DAMNATION:
The Power and Authority to cast into Hell for rebellion
(Romans 13:1-2), through use of the Holy Keys (Nehemiah 4:4-5,
Isaiah 22:22; Matthew 16:19; Revelations 1:18, 3:7).
- ...p PARDON (Forgiveness):
The Power and Authority to declare a Member's (or Subject's)
sin (crimes) to have been paid for--or for extenuating
circumstances to be present to nullify or justify the evil act
(Numbers 14:19-20; I Samuel 15:25; II Samuel 16:9-12).
- ...q TRIUMVIRATE:
The Power and Authority of the Messiah to Rule like King David,
as Prophet, Priest, and King (Isaiah 22:22-24; Jeremiah 17:25,
22:3-4, 23:5-8, 30:9, 33:14-16; Ezekiel 34:23-24, 37:24-25;
Hosea 3:5). Thus, Our Monarch is to be a Triple Ruler
(Isaiah 33:22): -
- CHIEF-KING, High-King, Emperor, King over
Kings--Executive (II Samuel 5:4-5; I Chronicles 14:2).
- HEAD-PROPHET, High-Prophet, Chief-Prophet, or
main spokesman for God, Lawgiver--Legislative (Deuteronomy
18:18-19; II Samuel 23:2; I Chronicles 16:4, 7).
- HIGH-PRIEST, Head Priest, Chief Priest, or main temporal
mediator--Judicial (II Samuel 6:12-15, 24:25; I Chronicles
23:6).
- ...r THRONE BEARER:
The Power and Authority to carry about and display the Veiled
Throne of Our Realm as a sign before the People (Deuteronomy
17:18; I Kings 1:46-48, 2:4; I Chronicles 29:23-24). For Our
Dynasty or Ruling House shall convey the Bema or Throne of
Christ, under a veil or covering, untill HIS Second Coming,
when HE will sit upon it to judge all Nations (Daniel 7:9;
Luke 1:32). However, we are admonished to beware, for it is
also refered to as Satan's Seat (Revelations 2:13), for the
anti-christ will attempt to sit upon it--proclaiming himself
to be God (Daniel 7:20-21, 25; II Thessalonians 2:3-4;
Revelations 13:5-6), even as his father, the Devil, attempted
to sit on God's Throne in Heaven (Isaiah 14:12-13). Yet,
God, HIMSELF shall slay the anti-christ for his usurpation
(Daniel 8:23-25; II Thessalonians 2:8; Revelations 13:12,
14, 15-18) and then shall begin the Great Persecution of
the Saints or Tribulation as it is the sign of the
abomination of desolation (Judges 9:1-6; II Kings 11:1;
Matthew 24:15; Mark 13:14).
- ...s URIM AND THUMMIM:
The Power and Authority to inquire of God's "lights" and
"perfections" (and "bloods") as a sign of God's judgement
(Ezra 2:63; Nehemiah 7:65).
- ...t DISCOVERY AND EXPLORATION (Nation):
The Power and Authority to search out, find, and claim new
lands (or Peoples)--and to establish boundaries and borders,
and sovereignty over such land (Genesis 13:14-18; Deuteronomy
11:24; II Kings 20:14-18; James 1:3), even to the ends of
the Universe.
- ...u EXECUTION (Nation):
The Power and Authority to shed the blood of or take the life
of capital criminals or the enemies of the Nation (or
Throne)--those engaged in High Crimes or Treason (Joshua
1:18; II Samuel 1:15-16; I Kings 2:5-6, 8-9; Daniel 2:14;
Mark 6:27; until then John 18:31).
- ...v ROYAL HAREM (Nation):
The Power and Authority to have multiple wives, to insure
that a fit heir is produced to ascend to the Throne of his
Father (Judges 8:30-31; II Samuel 3:7, 5:13: I Kings 1:1-4,
11:3; II Chronicles 11:18-21; etc.).
...4 COUNSELORS--ADVISORS OF THE MONARCH:
The Holy Scriptures are full of directions on giving advice and
counsel to the Monarch. (And the privileged position of those
allowed to do so--Nobility!) So, to detail these, we have set

While the Holy Scriptures set up a Divine Theocracy, they do not
establish a totalitarian style government or absolute monarchy.
Rather, the teachings of the LAW bind the Monarch to the Royal
Rules and Regulations of Our Realm, too. And there are certain
duties he must perform and certain limitations that he must
respect. (And the Nobles, as advisors, are to keep him reminded
of these!) And, to detail these, we have set them off in a
